ENH: Pine64 updates #59

I did a bunch of updates to the structure of the system files and partitions present on Pine64 devices, as well as several cleanups to their modem issues, on Ubuntu Touch, and I want to carry the relevant changes over to here.

not touching FS stuff for now, but modem, gps, and wifi bits have been updated. im satisfied
