shell on tty2 #14

People keep freaking out because they think their systems have hung and rebooting, thus totally hosing their systems.

We should put a shell on tty2 for the Power Users so they don't get all freaked out when selinux-policy-targeted takes a long time to install.

This was added in wgwoods/fedup-dracut@a90aa25 and should be working correctly as of wgwoods/fedup-dracut@3c4ee58.
