Ordering nearshore habitats from north to south #30

The nearshore habitats, in the default Nearshore Habitats folder on the My 
Shapes panel, should be ordered from north to south.

Not sure how this was accomplished in the northcoast app...

Jared implemented this somewhere in the north coast app as a sort field that is 
generated at MPA save time. That sort field is then used to order MPAs. Would 
probably be worth examining more dynamic ways to accomplish this. I'm sure you 
could do this with some sort of .order_by('ST_MagicSortAlgo(geometry)')
