display astoria charter fish data #60

Generate superoverlays, accompanying kml, and display on OMM in conjunction 
with the other fishing layers.  

Geotiffs can be found here:
\\terra\workspace\MARINE\Oregon\finals\mm
the file is called ast_cpfv_skd.tif
the pvc contours are called ast_cpfv_kd_line.shp

updated kml to reflect addition of Astoria data and new subfolders within 
individual port folders -- still need to update kml generating script to 
account for these changes.

generated superoverlays for tif and shp files and loaded them onto chinook and 
production.  both chinook and production are showing updated kml and astoria 
data.
