change data layer name to Territorial Sea #63

Data Layer is currently titled:  BASE_Territorial_Sea
should be changed to:  Territorial Sea

Just needed to change the Study Region Name field via admin.

turns out that doesn't do the trick...

restored study region by running loaddata on omm/fixtures/study_region.json 

appropriate solutions involve runing create_study_region management 
command(probably on my machine and then creating a fixture for dev and prod)

python manage.py create_study_region --name "Territorial Sea" 
//location/of/study/region
python manage.py change_study_region 1

because I couldn't find the actual study region, I tried changing the name in 
the study region fixture.  this worked.

I've uploaded the new fixture to chinook, run loaddata, and all seems to be 
working.  i'll do this on production next and close out the ticket after 
verification.
