merge Territorial Sea Boundary (study region) into Oregon data layers tree #80

Oregon kml already has MarineManagement, Oregon Territorial Sea (3 nm) layer.  

Possible solution might be to simply remove the Territorial Sea Boundary layer 
from data layers.  Although it is nice to have a single layer representing both 
the outer (territorial sea) and inner (shoreline) boundaries.

study region can be removed from the Data Layers page by commenting out the 
lingcod.addlayer line in map_ext.html (layersConfig block)

emailing Chris the shapefile used for the study region boundaries so he can 
replace the Oregon Territorial Sea (line only) with the study region boundaries 
(polygon including shoreline and north and south borders)
