re-working non-consumptive kml tree and updating layers #82

this appears to be ongoing.
i just wanted to record this activity somewhere...

structure of kml tree has changed a couple times and new data has been uploaded 
for all layers, this includes legend images.

text changes are still to come, along with updates to a couple remaining layers.
