wrap-up work for the reports #83

the terrestrial clipping geometry needs to be replaced with a layer that lines 
up with the accepted shoreline layer which should fix the remaining issues we 
have with shoretype related analysis and reporting

will also be adding footnotes to the reports

i suspect there are some other outstanding issues/requests as well

rather than add new clipping layers, the shoreline is buffered for report 
intersections by 1 meter.  this seems to be enough to capture the missing 
intersection results.

reports are finished for the most part.

footnote work is captured in Ticket 81.
