private data layer status cache #90

the status of the public data layers are cached when a user logs out so that 
same state can be presented to the user when they log in again.

the private data layers do not do this.  as far as I can tell the private 
layers have the tendency (always?) to simply turn themselves on whenever a user 
logs into the tool.  

I'm assuming this behavior is inherited from the base app?

How difficult would it be to fix this?

This appears to be fixed.
I have a vague recollection that might have involved Matt working on this 
during the cms upgrade...
