enable admin upload to private kml #96

private kml could be either super overlays (multiple files) or simple kml 
(single file).  for the latter it would be nice to have an upload option built 
into the admin interface for private kml.  in this way we could more simply 
load private kml that can not be 'managed' by users (can't be shared, copied, 
or exported by users).
