manipulators #12

manipulators might differ for SMP and other sites.

might help reviewing Oregon manipulators to get a better sense of what we'd 
like to have for WMP...

Oregon uses the following manipulators:

Exclude Land Areas
Exclude Estuaries
Exclude Federal Waters
Exclude State Waters 

Not sure which of these we would want for WMP (maybe all?).  
Note that we do already have a visualized shoreline layer (will want to use 
this same geometry in the shoreline manipulations).

agreed with Matt to start with clipping to the shoreline.
he is sending me a terrestrial layer that ends at the currently mapped 
shoreline for WMP...

added clip to shoreline manips to AOI and SMP so the user can generate shapes 
that are only Terrestrial or only Oceanic.

additional manipulators have been requested similar to Oregon (federal and 
state waters, estuaries, and perhaps some additional ideas for SMPs)
