Goals or targets?
Costs or Factors?
Penalties? Weights? Scale factors?

Its all pretty confusing. We need to figure out how to verbalize the workflow 
in a way that makes sense to our audience.

Already fixed up the costs language to be "Watershed Factors" as discussed on 
11/17
