Add FastQC-like "judgements" on the quality of the library #176

Hardest task is going to set the boundaries for "right", "dubious" and "wrong" . These differ for R9 and R10 chemistry, Illumina and Nanopore etc.

This feature was suggested at the Sequali presentation at BioSB 2024.
