Move Cloud IDE instructions to pre-requisites #422

Move the new Cloud IDE instructions in execercise-1 to pre-requisites section

This would be something worthwhile as it would allow for students to use systems provided by their employers without having to request additional software to be installed, or the appropriate permissions granted to their account for the duration of the course.

I took the liberty of adding some notes to a feature branch in my fork of the project (add-cloud-tools). Would something of that nature be suitable?
