OSE v3.1.1 doesn't install correctly - gets stuck on restarting iptables #97

With the introduction of 3.1.1, the tools no longer install successfully as it's getting stuck on restarting iptables. This needs to be addressed ASAP.

Fixing by using a "Utility Host" rather than running the install from the master. For now this is a separate instance/VM, but going forward we should look into using a more sophisticated solution.
