Force user to select client name after the upload - and add delete option for orphan files

What steps will reproduce the problem?
1.Upload file
2.don't assign it
3.it goes in the orphan files page
4. no way to delete this file, we have to reassign it to a client (using hidden 
feature) then delete it.

What is the expected output? What do you see instead?
I want to force user to assign the file to a client to prevent orphan files as 
there is not much option and no way to delete the orphan files.

Add a function to delete orphan file.

What version of the product are you using? On what operating system?
