Do not allow game interaction when entering new ticket #271

This is in-game ticket #428: [Neui, 2019-07-16 12:30:06]

When you have the create-new-ticket-dialog open, you can press on the background and use the keyboard keys to interact, including moving, which could be a bit annoying since you can't really see the game (because of the dialog) and you could be confused at first when you suddenly move (maybe even into some trap)

When any modal is shown, stop player movement and clear set of keys currently held down.
Ignore keys pressed in the stage when there is any modal active.
