Use browser notifications to alert player about in-game ticket changes #274

Supporting the browser notifications: https://developer.mozilla.org/en-US/docs/Web/API/notification in addition to the built-in ones, so if you're tabbed out you can still get notifications.

[10:40] Neui: Note that Firefox (and AFAIK Chrome) stopped showing the "Website wants to put notifications" thing, so you need to do it manually
