Disable movement buttons.
Add some highlighting around the chat area.

Alternatively, there could be a visual clue in the actual game window. For example, put a 50% opaque black layer over everything BUT the NPC you're currently in dialog with, effectively highlighting the NPC. This way, you'd know immediately without even glancing over to the chat area.
