cff-update: Update to v0.8.3. #175

Simple update - I've left it as a merge into main?

Would creating a release.py script to automate these things be a good idea? I've found it helpful elsewhere.

There is a release.py script, it just wasn't updated to check the CFF file so good looking out. We'll need to update it I think this should still go dev first though

because if we update the release.py script in another PR, then it will update the version but that will conflict with the changes to main here
