Gem name is taken #26

See: https://rubygems.org/gems/url_validator. We need to rename it, any ideas?

This gem is more about URIs than just URLs, it is also a Rails "validator".

'uri_validator' is taken too. 'uri_format_validator' / 'uri_syntax_validator' / 'rfc3986_validator' ?

uri_format_validator looks like a good candidate?

OK, let's rename it to uri_format_validator. @ronaldtse Please rename GitHub repository, and update Travis/Hound/etc. things if needed.
