Add PR templates

Each PR should have a checklist with required items so nothing is forgotten before merging.

Such a list could contain the following items:

• Linked issue(s)
• Changelog updated
• Tests added (or why not?)

Things like the pipeline succeeding don't need to be added since they are checked anyway.
