DG not OCR-compatible and blurry. No hyperlinks clickable -- probably exported twice

DG is blurry (with some diagram being blurry too) and no hyperlinks are clickable, even when there are statements like Refer to the guide _Setting up and getting started_

Links in developers guide are broken

All the links in developers guide in this page are broken which causes great inconvenience for developers reading it. The links in user guide works fine.

## :question: Issue severity Team chose [`severity.Low`] Originally [`severity.Medium`] - [x] I disagree **Reason for disagreement:** According to the course website: ``` Broken/incorrect links: Severity can be Low or Medium depending on how much inconvenience they cause to the reader. ``` And all the hyperlinks are not working (as well as OCR-incompatibility, leading to inability to ctrl+F), which highly inconveniences users. As a developer, I would wish to be able to find information easily and not being able to find using ctrl+F is highly inconvenient.
