Release on PyPI #49

Should add this to PyPI so that it can be more easily installed, i.e.

> pip install hydrad_tools

rather than all of the GitHub, virtualenv stuff

Looks like someone snagged the name pydrad: https://pypi.org/project/pydrad/

Oh no! I wonder if we could negotiate with them for the name. It seems there's no actual code there and the GH links are all nonexistent.

Sounds like someone has been scraping GitHub, looking for projects that have not yet appeared in any python repositories and then claiming the name, hoping that eventually someone will want it and be willing to pay for it… (Similar to the domain name scams)
