Add Wikidata to -update (wikidata.sig and deluxe.sig) #178

Add Wikidata to the -update command for Siegfried so that folks can always access the Wikidata identifier even if they are not currently able to harvest from the Wikidata query service. This Wikidata update is from 13 February 2022.

There are four commits:

  1. Add Wikidata definitions (13 February 2022).
  2. Add code to update gen.go.
  3. Add wikidata.sig signature file.
  4. Add deluxe.sig signature file.
