`sf update` should continue working for older versions of siegfried #231

the update command currently prompts users to upgrade siegfried if they are on an older version that cannot read the latest signature file format. It would be a nicer experience if the update service could include signature updates even for users stuck on older versions (which may be the case e.g. if they are using sf within a larger digital preservation system).
