Set up Postgres Database #3

Pre Conditions: currently no database is set up nor connected to the application. Post Conditions: All relevant SQL initialization scripts to be able to set up and run locally will be present in the repo.

As a developer, when I download the Repo, the SQL initialization scripts are present for me to execute in PostgreSQL so that I can set up a local copy of the dev database.

Was this already completed? I know work has been done to set up the databases. What is the current status of that?

I believe this is done or close to it. We will have to chat through this tonight in the meeting (11/5/23).
