Describe The Problem:

The magic system in the 4th edition Discworld book is based around two skills, Magic and Magical Form, which are both IQ/VH with required specialization. Magical Form's prerequisite is Magic and skill level in Magical Form cannot exceed skill level in Magic.

Solution List:

Skills allow skill level restrictions based on prerequisite.
Techniques allow specializations and VH difficulty.
Skills and techniques are combined into one type of object.

Skills that cannot exceed the level of one of their prerequisites show up in a few other places like Martial Arts.
