Create plugin-descriptor.properties #574

The new rule for elasticsearch plugin requires a "plugin-descriptor.properties" file. Therefore, I create a foo file.

@T25 By the update you have made, does this plugin now work with ES 2.x?

@T25: There are no rivers anymore in ES 2.0 and higher, so having a plugin-descriptor.properties to comply with rules from ES 2.0 doesn't make any sense for this plugin.
