Merging water and woods should result in mangrove #450

Is your feature request related to a problem? Please describe. Currently, water and woods cannot be merged.

Describe the solution you'd like Merging water and woods should result in mangrove

Describe alternatives you've considered None

Additional context There are two tests in test_tile_type that test exactly this, uncomment the following lines to make the tests run and make them pass:

//assert(get_merge_type(tile_type::water, tile_type::woods) == tile_type::mangrove);
//assert(get_merge_type(tile_type::woods, tile_type::water) == tile_type::mangrove);
