Merging desert and water should result in beach #453

Is your feature request related to a problem? Please describe. Currently, desert and water cannot be merged.

Describe alternatives you've considered None

Additional context There are two tests in test_tile_type that test exactly this, uncomment the following lines to make the tests run and make them pass:

//assert(get_merge_type(tile_type::dessert, tile_type::water) == tile_type::beach);
//assert(get_merge_type(tile_type::water, tile_type::dessert) == tile_type::beach);
