Merging savannah and arctic should result in tundra #458

Is your feature request related to a problem? Please describe. Currently, savannah and arctic cannot be merged.

Describe the solution you'd like Merging savannah and arctic should result in tundra

Describe alternatives you've considered None

Additional context There are two tests in test_tile_type that test exactly this, uncomment the following lines to make the tests run and make them pass:

//assert(get_merge_type(tile_type::savannah, tile_type::arctic) == tile_type::tundra);
//assert(get_merge_type(tile_type::arctic, tile_type::savannah) == tile_type::tundra);
