Add polar_bear agent type #577

Currently the arctic is pretty empty. Create a polar bear agent type.

Add the polar bear agent type
Add a sprite for the polar bear
Add the agent to all necessary functions
- Polar bears don't drown
Make polar bear eat fish
Add at least one polar bear to an appropriate tile (making sure it doesn't die instantly)
Make the polar bear spawn on arctic tiles
