Gh actions test #37

The idea is that opening this PR should cause the git actions to run

and again when committing to it

but hopefully not if I close it without merging

but hopefully yes if I reopen it

closing, this ought to not trigger an action

and then if I commit, still should be no action

but if I reopen, then there should be an action

although I'm confused about what the intervening commit will do, will it suddenly reappear here
