Update app registration display name and private DNS zone name

This pull request includes updates to various files in the IaC directory. The most important changes are removing the targetScope property from the main.bicep file and updating the appService.bicep file with multiple changes, such as adding the publicNetworkAccess property and updating the location parameter.

Summary of changes:

• IaC/main.bicep: Removed the targetScope property from the main.bicep file.
• IaC/appService.bicep: Updated the appService.bicep file with multiple changes, including adding the publicNetworkAccess property to the storageAccount resource, updating the location parameter to use the resourceGroup().location function, changing the name property for the subnetStorageName and subnetWebName variables, and adding an appServicePlan resource with updated properties. • IaC/azCli.sh: Updated the display-name parameter in the azCli.sh file to "HelloDallE_AppReg".
• IaC/privateEndpoint.bicep: Updated the privateEndpoint.bicep file with changes such as updating the name property for the privateDNSZone resource and replacing the dependsOn property with the parent property for the privateDnsZoneGroup resource. [1] [2]
