Implement Project Level Settings #4

Didn't realize the base project was still active, pardon my not PRing the changes in our fork. One addition which would make for more convenience in our workflow is the ability to have project level settings for defaults such as the QB client to which issues are billed. I've not had time to implement this, but figure i should put it up as a feature request.

Thanks for writing and sharing this plugin, will be adding requests and PRs as we get acquainted with it.

No Worries, I work on this when I have time, as programming is a hobby lol

I do like the idea, I'll keep it in mind 👍
