Scripts running #19

This PR adds some changes to the scripts that ensure they run through and that all constraints are satisfied. The main changes were to make the tax functions work properly and to add back in the social security tax and transfer system. There we all so some minor fixes to the runner scripts to correct arguments in functions, etc.

This PR can be merged or we can wait and add the functionality needed to ensure the SS revenue from the wealth tax and income tax reforms are the same.

Scripts are now ready to go, having been tested to run through and with parameters set to appropriate values.
