Small Keys can appear behind Yuga as long as either the Ice Rod or Bombs are logically available. This is because the "bridge" to the boss can be activated without the second Small Key.
This video demonstrates how to do so with the Ice Rod, but you can achieve the same thing by throwing a Bomb on top of the NW switch: https://www.youtube.com/watch?v=cMkcj7WCewg
Apparently one of the small keys for the Eastern Temple is the reward for defeating Yuga, but you need both small keys in order to raise the platform leading to the boss room, so I'm completely softlocked unless I use cheats. No idea why having a dungeon key be a boss reward is even a possibility but as long as it's known now.
