Optimization: Sort cities by WRS2 location #25

WRS2 is the layout of the landsat images.

It would be smart to send cities from the same WRS2 tile to the same machine for processing, that way the caches will work at near perfect.

This would involve sorting the cities by WRS2 tile. A shapefile of the WRS2 layout can be found here:
