make new httpd.conf file automatically deploy to /etc/apache2 #41

We need the directives in httpd.conf to be deployed so that apache requests to greencities-bin will resolve to /usr/local/src/greencities. Can this be done in fabfile.py?

Added to web_server_deploy() function in fabfile
