postgres replication via fabric #45

partly done. what is done is installation of a clean (nothing processed) database via fabric: see server_deploy() in fabfile.py. Still TBD: snapshot of current processing state and migration.

Actually, I think this can be done better via swift and configuration. Will test at some point this weekend. Basic recipe is this: http://travishegner.com/2009/06/postgresql_83_warm_stand-by_replication/#.UTams1rF1ps
