Hacker UI should have a tabs component! (similar to Material UI's tabs component)

Here's a rough idea of how it should work:

should be simple
a11y
include a Tabs and Tab component
compose over the existing Button component for a tab
two variants/implementations
- radio group/radio button
- just buttons (no active value)
