feat: publish with lerna

This is primarily a chore branch to set up the monorepo properly. There are no user-facing features.

This one includes:

• better TS setup with project references
• releasing/publishing with lerna
• babel config files clean up (for jest)
• require node 12 + use export maps (instead of re-export files)
