Upload file with utf-8 filename #429

I fix my script like in <a

 279</a>

Is it possible to fix the uploading of files with non western charset filenames.
For example: название_файла.jpg  

When i'm uploading it writes - Files not uploaded
File Name - �_�_�_в�_�_�_е_�_�_й�_�_.jpg
