Wizard error MAMP PRO

Hello, Tried to install on MAMP PRO but wizard stop at database:

An Error Was Encountered The action you have requested is not allowed.

Database is running and PhpMyadmin and working... Php 7.3.2 Wizard page 1 marked all succeed

after refresh and tried second time:

about error you can replace this fie on application/helpers/app_helper.php
