GCC 12 compatibility #271

The currently included version of Vanetza is quite old and not compatible with GCC 12 (see also riebl/vanetza#167). Since Ubuntu 22.10 ships with GCC 12 and for future compatibility, the included version of Vanetza should be updated.

I briefly tested Artery with the current master of Vanetza (riebl/vanetza@3eabb2a) and experienced no problems.

Hi @fysch, thanks for this reminder! I have updated the Vanetza dependency with c4da7494af5d7a70c372ed635a795a9e742de5a9.
