The example page at (http://mlsec.org/sally/example3.html) tells the user to add the option "--enable-libarchive" for libarchive support. When running "./configure --enable-libarchive" it complains and shows the right option, which is "--with-libarchive"
A simple update of the example page would solve this issue!
