Wordpress JPG upload not visible publicly via IE, but ok in Safari and Firefox #33

Hi using WordPress...

An image was uploaded and it is only viewable via Firefox and Safari but
not IE...

www.mainecrafts.org

The top Post on home page "Center of Maine Craft"
Should be an image to the left on the post showing a building.

URL used is:

/wp-content/uploads/2009/06/sunday-telegram-sign-photo.jpg

Could be a MIME type thing.  I'm having the same issue.  Seems to work fine in
Firefox and safari, then i get a broken image in IE.  Same thing happens when I 
type
the direct file path in the browser.

Yeah, I'm getting the same issue with WordPress. My static test (no WP). Works 
just
fine. No clue what the issue could be...

UPDATE: I've realized the reason my local install of WP using TimThumb wasn't 
working was because I was 
debugging on IE using Parallels. My WP install had "localhost" in the domain in 
"Settings > General" where the 
location of WP is set. Once I set it to the machine's IP address, all went back 
to normal. Stupid mistake :(

Only works on IE when I clean cache witch CTRL+F5, why? In FF works ok. What 
can I do
about this error.

I believe the problem is in function show_cache_file, inside the IF "if
(isset($_SERVER["HTTP_IF_MODIFIED_SINCE"]))".

this seems to be working and is a wordpress issue rather than a timthumb one so
