you can see that the state of the Load Balancer is pending, it will acquire an external ip in a minute or so and the field will get populated; And yes, that is a way to expose a load balancer, typically the latter is used to aggregate multiple nodes that are located in different regions, as it seems to me

basically a load balancer is a standalone tool of GCP that you may approach exploring
