We should have Orbiter and Lis integrate nicely together.

[ ] Lis should be able to mirror and host all CIDs that an Orbiter site publishes via #27
[ ] Lis should be able to take a set of content from Orbiter's Beacon (via #9) and copy it instantly into its filesystem.
[ ] Orbiter should be able to take content from Lis's filesystem and copy it instantly into metadata items.
